Worst ADSL offering in the world?

Here in South Africa ADSL users have to pay exorbitant rates for both line rental and ISPs. So it works out that buying both services + phone line rental from the state owned monopoly, Telkom, you pay about R549 ($86) per month for a 192 kbps 2GB cap shaped account. Once you have reached the cap you have to couch up +- $12 extra per GB

I wonder if the South Africa versions MPAA and RIAA are in cahoots with Telkom?? This is one way to curve illegal pirated trading of music and movies. Anyway you look at this. Its lamecastic!
